Dr. Barstad says, "I do not believe the Gospel can ever be comfortably integrated with any social/political order that depends on coercive force." I presume this in opposition to the pre-conciliar and long-accepted principle of the Catholic confessional state. However, EVERY political order relies on the use of coercive force, to one degree or another. It's only a matter of which controlling ethic--American liberalism or Catholicism--you want in charge of such authority.
